According to iPhone Dev team the main advantage of PwnageTool 3.1.5 is that it allows to create custom ipsw without affecting the base-band version of your device.

Right now, PwnageTool 3.1.5 is only available for Mac users and supports to jailbreak iPhone 2G, 3G, 3GS, iPod Touch 1G, 2G and iPhone OS 3.1.3.
